JCF & CRF
The JCF builds long-term capacity. The CRF funds approved community benefits, closed-loop reward-point releases, and reviewed assistance requests. Neither fund turns MOVE Coins into ownership.

Quarterly surplus waterfall
Quarterly Available Surplus exists only after costs, compensation, taxes, insurance, debt, refunds, chip liabilities, maintenance, and required reserves are satisfied.
The JCF supports approved operations, infrastructure, projects, and long-term capacity. It is not a public investment fund.
The CRF receives 20% of Quarterly Available Surplus and may authorize community benefits, co-op marketplace redemptions, reward-point releases, or reviewed utility assistance under published criteria.
Coins are not sold to raise cash. If cash is needed, it must come through normal infrastructure: services, events, sponsorships, vendor programs, project support, grants, financing, or owner capital.
Public trust depends on clean reporting: beginning balance, sources, approved uses, releases, redemptions, corrections, ending balance, and unresolved exceptions.
Allocation after gates

The Joint Capital Fund strengthens approved operations, infrastructure, projects, and long-term capacity.
The Community Reward Fund may release closed-loop points or direct benefits based on criteria, record dates, and available resources.

No allocation should be described as guaranteed. The waterfall is a governance policy, not a member distribution promise.
CRF reward-point formula
When the CRF authorizes a reward-point release, the approved points pool is divided by eligible active member-held Community Coins on the published record date. A member with multiple eligible coins receives the per-coin amount for each eligible coin they hold.
Member points equal points per eligible coin multiplied by that member's eligible active Community Coin balance.
Vault-held, unissued, suspended, revoked, or ineligible coins do not receive points.
Points may be redeemed for approved MOVE ecosystem benefits, including co-op marketplace goods, local vegetables, food boxes, vendor offers, assistance, or participation.
Electric or essential-utility bills may be submitted for CRF review. Points can affect eligibility, priority, or benefit tier, but they do not guarantee payment or convert to cash.
Points cannot be sold, transferred, cashed out, bought back, or treated as ownership in any fund, company, asset, or project.
CRF assistance lane
Active members may submit electric or essential-utility bills for CRF review. Reward points may help determine eligibility, priority, or benefit tier, but the CRF decision approves any assistance separately from the point balance.
The request needs active membership, bill evidence, provider details, due date, requested assistance amount, consent, and any published hardship documentation.
Approval depends on available CRF allocation, program caps, conflicts, documentation, and the current utility-assistance policy.
MOVE does not publish a fixed points-to-dollars exchange rate for outside bills. Points are a program factor, not stored cash.
Approved assistance needs ledger evidence, reviewer approval, and payment documentation before any request is marked complete.
